  • moisten the adhesive side of the film with soapy water, which will prevent accidental sticking or bending;
  • moisten the inside of the glass with soapy water;
  • correctly position the film on the surface, especially at the edges;
  • press the tint film to the surface;
  • use a rubber or plastic spatula wrapped in a soft cloth to remove air bubbles;
  • gently drive with a spatula from the center to the edges and at the same time try not to tear off the film and not make scratches;
  • dry the concave surface with a hairdryer;
  • leave the structure in this form for several hours in a room where there are no drafts and direct sunlight;
  • with a sharp knife, carefully cut off the edges of the film, leaving an overlap of no more than half a centimeter;
  • leave the structure at rest for about another day.

After this time, the tint film is completely adhered to the windows, after which the latter can be inserted back into the car. This must be done very carefully, because with the least touching, the film can be damaged. The first time of use, you cannot drive quickly with open windows, and also often use power windows. Acceptable glass tinting 2021

Russian laws, including the Code of Administrative Offenses, allow glass tinting. There is nothing illegal in the very fact of toning. It is only important to darken the car windows in accordance with the rules with an eye to GOST.

The rear window of the car and the rear side windows can be tinted to an opaque state. Full opacity of the rear hemisphere is not illegal.

Front windows are subject to the 70% / 75% rule. Based on it, the light transmittance of the side, front windows should not be less than 70%, and the windshield should not be less than 75%. In addition, GOST allows an opaque strip in the upper part of the windshield.

The use of mirror (reflective) film is not expressly prohibited in the Code of Administrative Offenses. However, in accordance with the rules of the “Technical Regulations on the Safety of Wheeled Vehicles” adopted by all countries of the Customs Union, mirror films are not allowed on cars.

The story of the legislative acts, on the basis of which the traffic police make decisions on the admissibility of tinting and fines for their violations, is mysterious and surprising. Until now, the Appendix to the Traffic Rules mentions GOST 5727-88 “Safety glass for ground transport” (SDA, Appendix to the Basic Provisions, clause 7.3). In clause 2.2.4 it is written that “. the light transmission of windshields of vehicles and trams must be at least 75%, other glasses. at least 70%”.

The plate below contains an article from the Code of Administrative Violations of the Russian Federation, which provides for the responsibility of the driver for tinting the car.

Until 2015, the size of the first fine for tinting that did not meet the requirements of traffic rules (in fact, GOST 5727-88) was 500 rubles. and 1000 rubles. for a repeated violation. With the introduction of the new GOST and Technical Regulations in 2015, this amount has not changed, but already in 2016 a legislative initiative was introduced to the State Duma to toughen the punishment for violating the requirements of regulatory documents:

  • the first fine was proposed to be increased 3 times. up to 1,500 rubles;
  • repeated violation. a fine of 5,000 rubles;
  • in case of triple violation. deprivation of the right to drive a vehicle for a period of two to six months.

True, by mid-2016, the clause on deprivation of the right to drive was removed from the bill and a document containing only the first two clauses got to the Duma’s specialized committee. In November of the same year, this bill was approved by the committee, but the new law has not yet been submitted even for the first reading.

Thus, as of January 1, 2021, the traffic police fine for tinting remained the same. 500 rubles.

Separately, it should be noted that if the fine for toning is not paid within 70 days from the date of imposition, the driver may be held liable:

  • A fine of 1000 rubles;
  • Compulsory community service for up to 50 hours;
  • Administrative arrest for up to 15 days.

However, if the fine is paid within 20 days from the date of the issuance of the Resolution on the administrative violation, its amount is halved. For the sake of fairness, it should be noted that there are really a lot of cars in violation of all conceivable interior dimming thresholds on the roads of Russia. And this is really dangerous for road users, especially at night. And the litigation regarding, in general, fair fines for tinting, are mainly devoted to cases in which the real light transmission does not even reach 15%.

What new tinting law came into force on February 1, 2021

In my opinion, the tightening of measures is fully justified. The main functions of tinting are to absorb sun glare and improve driving comfort. In addition, thanks to tinted windows, things left in the car interior become less noticeable, which prevents possible theft.

However, overly tinted cars are often the cause of road accidents. In 2019, 164,280 motorists were identified who violated the rules for car tinting. Changes in light transmittance in excess of the permissible norm limits visibility, especially at twilight and night, as a result of which the number of accidents increases.

It should also be noted that some cars are produced with factory tinting, which complies with the legislation. If the owner of the car decides to tint the vehicle, then he can choose any of the available methods: film, spraying, removable cover and others. However, it is forbidden to use mirror tinting. Most importantly, the shade does not exceed 30%.

There is one more nuance that should also be known to everyone who decides to tint car windows using a special film. Its main advantage is increased impact resistance. This, on the one hand, is a plus, since it protects against stones, but at the same time it is a minus: if the doors jam during an accident, the tinted glass will be more difficult to knock out. In addition, in a collision, the glass may not break completely and partially remain in the opening, which is unlikely to harm health, but can also increase the release time from the car.

The permissible level of tinting or darkening of automobile glasses with special means is regulated by the following regulations:

  • GOST 32565-2013. National standard of the Russian Federation. Safety glass for land transport. General technical conditions (put into effect by the Order of Rosstandart dated November 22, 2013 N 2008-st);
  • Decision of the Customs Union Commission dated 09.12.2011 N 877 (as amended on 25.12.2018) “On the adoption of the technical regulations of the Customs Union” On the safety of wheeled vehicles “- (Section 4 of Appendix 8);
  • Traffic rules in the appendix List of faults clause 7.3.

In 2021, the permitted glass tinting in accordance with GOST is considered acceptable when:

  • the percentage of tinted front windows and side windows in the front is not less than 70%;
  • the top of the windshield is tinted with a strip no more than 14 cm wide, the percentage of light transmission is not limited.

Which glass is allowed to be tinted without restrictions? Only for rear side and rear windows with rear-view mirrors, allowing you to monitor the traffic situation.

Is mirror tinting on cars allowed or not? Mirroring is prohibited and any coating that creates a mirror effect.

Tinting film can be applied both outside and inside glass.

The legislation establishes for drivers driving a vehicle in violation of the glass tinting rule, liability in the form of a fine.

Its size is established by Part 3.1 of Art. 12.5 of the Administrative Code and amounts to 500 rubles with the requirement to eliminate the malfunction.

At the same time, the code provides for a reduction in the amount of the fine by half if it is paid within 20 days from the date of the relevant decision of the car inspector.

The main innovation of this law is to change the GOST, which regulates the level of light transmission of tinted glass in a car.

The new GOST assumes the division of all vehicle glasses into 2 categories:

  • category. glass that provides the driver with a front view;
  • category. glasses that provide the driver with a rear view.

What percentage of tinting is allowed? Permitted tinting of front windows (first category) in accordance with GOST is determined by the following light transmission coefficients:

  • windshield tinting in accordance with GOST. 75%;
  • tinted side front windows. 70%;
  • according to GOST, the tinting of the rear windows of the car is not limited only if the car is equipped on both sides with side mirrors for rearview;
  • in the upper area of ​​the windshield, tint of any light transmittance is allowed, but the width of the tint cover is limited to 140 mm.

For the first time, the very concept of car glass with a polymer coating was legalized! Therefore, it is now allowed to tint the glass of vehicles independently, not only by pasting the glass with specially designed films outside and inside the cabin, but also by spraying.

What kind of tint can be glued to the front windows? In the last GOST, almost everything is allowed, but the main thing is to adhere to the permitted percentage of light transmission on the front windows, and this, you see, is not difficult.

So, first, let’s consider what kind of car glass tinting is allowed in 2021:

In practice, it doesn’t matter if the film is 70 percent transmissive or 5 percent transmissive. Both options are the same offense and carry the same penalty.

Tinting of the windshield and front side windows itself is not prohibited. In this case, it is necessary to take into account the only condition. the light transmission of tinted glass must be more than 70 percent.

In this case, you can try using a film with a light transmission of 85 to 95 percent.

Note. If you want to be sure that the toning complies with the current legislation, then after applying the film, check the light transmission with a special device. In car services that specialize in working with automotive glass, such devices are usually available.

There is a widespread myth among drivers that in Russia there is the possibility of obtaining a special permit for tinting, which allows the car to be tinted with any kind of films. The legislation does not provide for anything like this.

Note. If you see a tinted car on the street, this does not mean that its driver has a special permit. Most likely, the driver simply did not have time to get caught by the traffic police.

If the driver removes the tint immediately after the traffic police officer draws up a resolution to impose an administrative fine, then he will be able to avoid repeated punishments for the same violation. If the tint is not removed, then at the next stop by the traffic police, the driver will receive a new fine. The number of penalties is not limited.

Tinting reduces the amount of ultraviolet light entering the car interior, extinguishes the glare of oncoming traffic headlights and keeps the interior trim from burning out. Tinted windows preserve driver privacy while providing good visibility from the vehicle interior.

The film is attached without glue, so it does not damage the glass. Tinting improves the wear resistance of the material by absorbing micro-scratches. But the notion that dimming improves safety is misguided.

Modern glass is made so as not to crumble into small fragments in an accident. The frontal one does not break, but becomes covered with cracks, the side ones fly into small fragments with rounded edges that cannot injure a person. The film not only does not contain fragments, but can also affect the initial characteristics of the glasses, their “behavior” in the event of an accident.

Manufacturers use dimming mixtures at the time of the manufacture of glass for cars. Substances are added to the material that create a darkening effect, or vacuum deposition is applied, which is a thin metal layer. Factory tinting is one of the most durable, wear-resistant and high-quality.

All cars that are officially produced in Russia go on sale with a permitted shade level. Manufacturers take into account legal requirements and applicable regulations.

The downside to factory equipment is that the car owner cannot change the degree of sun protection. An additional layer will reduce the light transmission rate below that allowed by GOST. It will not be possible to carefully remove the film applied during the manufacture of the car.

The purpose of the athermal film is not to give any shade to the material on which it is applied, but to reduce the amount of heat that penetrates into the interior. Standard film retains a maximum of 20% heat. Energy-saving tinting efficiency:

  • high. retains more than 70% of energy (for example, Crystalline 70, Crystalline 40);
  • medium. 60-70% (SunTek CXP 80, LLumar AIR 80);
  • low. 40-60% (“chameleon”, tint film with a carbon layer).

Appendix 7.3 “Basic provisions on the vehicle’s approval for operation.” contains a list of malfunctions, in the presence of which it is impossible to drive the car. Among others, there is such an item. “… cover that restricts the view from the driver’s seat”. It is allowed to stick films, if after that the light transmission of the car’s glasses will comply with GOST.

The windshield can trap no more than 25% of the light. In the upper part, a transparent colored film is allowed, the maximum width of which is 140 mm. Such a strip effectively protects the driver from the sun’s rays and the glare of headlights of oncoming traffic.

The initial light transmittance is approximately 95% (100% is only achievable in laboratory conditions). Over time, the material becomes cloudy from micro-scratches, the amount of transmitted light is reduced to 90%. Given the factory darkening and material characteristics, it is almost impossible to apply toner to the windshield while remaining within the legal framework.
