I put it with a picture outside, and it turned out that the circle scratches along the protective casing. I had to turn the circle. And then I had this question for the first time.

I tried to insert the disk between the washer and the nut, and twist the parts with my hands in order to understand in which case which part clings to the disk better. So, in any case, a washer with ribs and an elastic band catches the disk better, even for the ring, but the nut glides even over the abrasive. I also noticed that the circle on the washer is easier to wear with a ring, since there are burrs on the side of the abrasive that impede the free fitting of the hole on the neck of the washer. So the results of these experiments clearly indicate in favor of installing the circle with the ring down on the puck. That is, the label is down.

I noticed one more nuance. The clamping surface of the quick-release nut has a significant play with respect to its thread, which allows it to press the circles, even if there are irregularities on the surface of the abrasive. In this case, such a disk will be pressed evenly. If you turn it over, then it will lie abrasive on the puck at a certain angle, and he will have a transverse runout. This is another argument in favor of installing the circle with the ring down to the puck.

All that I listed above follows only from design features. Now a few words about practical convenience.
